State Plane (US Survey Feet), NAD27

This is a slightly modified version of the PCI spaf27.tif example.
In this case the linear units are not specified, and so are defaulted
to ftUS by the lookup of the PCS.  The PROREP report is copied from
spaf27.tif, but should apply to this file as well.
