Oblique Mercator (Hotine), NAD27

Note that PCI software writes out ScaleAtNatOrigin instead of ProjAtCenter
as is required for Oblique Mercator.  A prudent GeoTIFF read should likely
look for either.  I have requested that PCI correct this problem.
